1999 (E): The name "Mohamed" is mentioned in at least one Hamburg phone call between Islamic radicals monitored by a German intelligence agency; after 9/11 they realize this is a reference to Mohamed Atta. Atta's phone is also monitored by the Egyptian secret service in this year. It's not clear why Egypt is monitoring him, but they learn that he had visited Afghanistan at least once recently. It's not explained why this didn't lead to more surveillance, and it's not known if Egypt shared this information with other countries or not.
