August 1998: A CIA intelligence report asserts that Arab terrorists are planning to fly a bomb-laden aircraft from a foreign country into the WTC. The FBI and the FAA don't take the threat seriously because of the state of aviation in that unnamed country. Later, other intelligence information connects this group to al-Qaeda. [New York Times, 9/18/02, Senate Intelligence Committee, 9/18/02] An FBI spokesman says the report "was not ignored, it was thoroughly investigated by numerous agencies" and found to be unrelated to al-Qaeda.
